Separate transport permission from placement permission
If a proposal includes a marine transfer, ask who arranges it and what equipment and handling assumptions it uses. Independently establish who controls the receiving site and equipment area. A transport booking does not authorize use of a dock, public space, or neighboring property. For road-accessible sites, describe the last turns and working space in ordinary terms so the review does not stop at the street address.
Plan the service visits and waste streams
A restroom needs maintenance access for the duration of use, not just an initial delivery. A debris container needs a suitable loaded-removal route. Ketchikan's public waste resources also distinguish recycling and household hazardous waste. Inventory those categories before requesting a general dumpster, and keep public-program guidance separate from the accepted materials and destination in a private proposal.
