Use the address to resolve the local setting
Delaware planning needs several important geographic distinctions. Bear, Claymont and Hockessin are statistical communities rather than incorporated cities. Rockland is a historic mill village. Milford extends across the Kent–Sussex boundary and should not be treated as belonging entirely to either county. A postal place name is not a parcel boundary check. Ask the property owner to identify the governing municipality or county before relying on a placement assumption. Give the provider a usable entrance as well as the street address.
Coordinate sanitation and debris without combining their jobs
For restrooms, describe attendance or crew shifts, hours of use, accessible travel routes, handwashing and servicing access. For a dumpster, describe materials, loading method, ground conditions and the period when the container must remain reachable.
