Collection rights depend on the material and collector
County rules distinguish franchised general solid-waste collection from specified exceptions, including certain construction and demolition material removed by appropriately licensed contractors. This is not permission to place a mixed household cleanout into any privately supplied bin. Describe where the waste originated, who is removing it, and whether other rubbish will enter the load. Municipal city rules require separate review.
Design the site around people and moving vehicles
An event plan should show queues, pedestrian routes, handwashing, accessible approaches, and a service lane that remains available after setup. A building project needs a different arrangement: toilets outside active loading space, containers reachable for exchanges, and an entrance that works when trades arrive together. Review the placement again when fencing, stages, parked vehicles, or material storage changes the usable area.
